Olga Boltenko participated as a panel speaker at the Mainland Civil & Commercial Legal Practice Training Course 2026, a high-profile legal training programme held in Hong Kong and organised by the Hong Kong International Legal Talents Training Academy and the Department of Justice. The panel was moderated by Victor Dawes SC (immediate past chairman of the HK Bar Association and the HKIAC Co-chair), and they were joined by Sun
Huawei (senior consultant at Zhong Lun), and Anton Ware (partner at Arnold & Porter). The programme was officially opened by the Secretary for
Justice, Mr Paul Lam, SC, and brought together leading practitioners, arbitrators, government representatives and legal professionals from across the region.
As part of the programme, Olga joined a panel discussion addressing contemporary issues in investor-State arbitration, a field that continues to grow in importance as governments and investors navigate an increasingly complex international landscape. The training programme included a
particular focus on investment protection agreements and international investment arbitration, highlighting the significance of legal frameworks that
facilitate and protect cross-border investment.
Investor-State arbitration occupies a unique position at the intersection of investment law and public international law. Through bilateral investment treaties, free trade agreements and multilateral investment instruments, States seek to encourage foreign direct investment by providing legal protections and effective mechanisms for resolving disputes. At the same time, arbitral tribunals are increasingly tasked with considering questions
relating to environmental policy, public health measures, national security concerns and broader issues of governmental regulation.
Against this backdrop, the development of expertise in investment treaty arbitration has become increasingly important for governments, investors and legal practitioners alike. Hong Kong’s continued investment in legal training and capacity building in this area reflects its position as a leading international dispute resolution centre and its growing role in the development of legal talent across the region.
